杭州至衢州鐵路（以下簡稱杭衢鐵路）是浙江省“十三五”規(guī)劃重點(diǎn)項(xiàng)目，其中建德至衢州段（以下簡稱建衢段）同時(shí)也是《中長期鐵路網(wǎng)規(guī)劃》的主要線路。論文結(jié)合客流特點(diǎn)，根據(jù)區(qū)域鐵路發(fā)展規(guī)劃及與其它交通運(yùn)輸方式的競爭性分析，提出合理的時(shí)間目標(biāo)值；在滿足時(shí)間目標(biāo)值、與路網(wǎng)相關(guān)線路主要技術(shù)標(biāo)準(zhǔn)相協(xié)調(diào)、符合本線功能定位的基礎(chǔ)上，提出250km／h、300km／h、350km／h的速度目標(biāo)值方案；通過對各速度目標(biāo)值方案在建設(shè)標(biāo)準(zhǔn)、技術(shù)經(jīng)濟(jì)指標(biāo)、運(yùn)行時(shí)分等方面綜合分析比較，確定推薦路網(wǎng)協(xié)調(diào)性、時(shí)間效益較好的350km／h速度目標(biāo)值方案。
